There are numerous incentives available to Californians that purchase qualifying cool roof products, ranging from financing to direct rebates. Some incentives are specific to utility service areas and others are statewide. See below for a summary of these cool roof incentives and how you can qualify.

Utility Rebate Programs

Anaheim Public Utilities (APU)

Green Building Rebate Program

Anaheim Public Utilities (APU) offers residential customers the Green Building Incentives Program to offset construction, installation and upgrade costs of energy efficient equipment, including cool roofs, up to $100,000. Customers interested in participating in this program can choose from a variety of third-party rating and certification programs including but not limited to: LEED, Build it Green, California Green Build, and Green Globes. Multifamily Residential Energy Efficiency Rebate Program

Home Money Saver Program

PG&E’s Home Money Saver program provides up to $4,500 toward a menu of home energy efficiency upgrades that features cool roofs. Visit PG&E’s Home Money Saver website for more information.

Residential Energy Efficiency Rebate Programs

  • RPU offers an incentive for residential customers to upgrade the efficiency of a variety of equipment within eligible homes, including cool roofs.

Sacramento Municipal Utility District (SMUD)

Residential Energy Efficiency Rebate Program

  • SMUD also offers their customers a financing program to facilitate energy efficiency investments, including installing a cool roof (labor and materials). To be eligible for SMUD financing, you must hire a contractor who is listed on the SMUD participating cool roof contractors’ referral list.

Southern California Edison (SCE)

Advanced Upgrade Package

Southern California Edison’s Advanced Upgrade Package offers up to $4,500 in incentives for homeowners that have achieved a specific reduction in their home’s energy consumption by completing a list of energy efficiency measures including installing a cool roof. Property-Assessed Clean Energy (PACE) Financing Programs

PACE programs allow property owners to finance energy efficiency, water efficiency, and renewable energy investments through a voluntary assessment on their property tax bills. The following PACE programs allow for such financing on qualifying cool roof purchases for residential properties.

Home Energy Renovation Opportunity (HERO) Financing Program

  • The HERO Program is available in many California cities and counties, with more to come soon. To see which areas participate, see the list of HERO Communities.
  • To be eligible, roof products must be ENERGY STAR certified , meet Title 24 standards for minimum solar reflectance and thermal emittance, and be installed per manufacturer’s specifications.

Sonoma County

Energy Independence Program

  • To be eligible, roof products must be rated by the Cool Roof Rating Council and meet Title 24 standards for minimum solar reflectance and thermal emittance.
  • Maximum unit cost of eligible roofing products is $6.00/ft2.
